Purchased ipad mini from government auction but its icloud locked

I purchased a ipad mini 1 from a government auction. I was part of a lot of seized property from a narcotics task force. I was able to add my apple info on it and use it for a couple days. When I tried to update the ios, it prompted my to enter icloud information. When I enter my info, it says that the iPad is registered to another user. It doesn't show me the complete email address that it's associated with so I can't contact the person. I need to know if apple will assist me with this since I have all the documents from the government auction sale? Or I'm I out of luck?
