after i was having a problem with my iphone 4s touch i decided to heat the touch ic but after reassembling the iphone wont even budge to come on can someone help me with this????

Sorry, opening the phone has voided the warranty and service options given by Apple. After trying to fix the phone yourself, Apple will not service the phone anymore. You'll have to look for a 3rd party repair service and hope that the phone is not damaged beyond repair.

You have opened the iPhone and caused unknown damage which Apple will not help you with
You damaged your device through your attempt at self repair. You will not get out of warranty prices. There is nothing that can be done except send the device to a recycling center.
