Was it set on the iPad when you last backed up ? If not then you can restore to that backup and it should be removed. If it was on the iPad when you last backed up then the only way to remove it is to reset the iPad back to factory defaults and you can then re-sync your content back to the iPad - you won't be able to restore to the backup as that will keep the code in place.
If you do have to reset to factory defaults then first copy any purchases over to your computer's iTunes library via File > Devices > Transfer Purchases, and copy any important documents, photos etc off.
You may need to put the iPad into recovery mode to be able to reset it back to factory defaults : http://support.apple.com/en-gb/HT201263

Little tip: If you have typed the passcode in incorrectly too many times, you can go to Settings>General>Date & Time> and set your date forward to gain more attempts.

i don't know how to recover data after restting by itunes in windows. Please can you tell me about it?
start itunes
navigate to the ipad
click the restore ipad button on the summary tabpage and choose the backup you want
You can copy iTunes purchases over to your computer's iTunes library via the File > Devices > Transfer Purchases menu option

How you copy documents from your apps depends upon what the app supports e.g. some allow you to copy content to/from them via your wifi network, some use emailing, and some use the file sharing section at the bottom of the device's Apps tab on your computer's iTunes : About File Sharing on iPhone, iPad, and iPod touch - Apple Support

If the apps are in the Apps part of your computer's iTunes library then they will be copied back - if not then do File > Devices > Transfer Purchases first.
But if the backup was taken after you set the restrictions passcode then restoring to the backup won't change anything, you will still have the code set on your iPad
