after i was having a problem with my iphone 4s touch i decided to heat the touch ic but after reassembling the iphone wont even budge to come on can someone help me with this????

Are you saying that you took your phone apart and then put it back together again? If so, it would be very difficult to offer any advice since there is no way to determine what went wrong. An iPhone is not user serviceable. It should only be done by trained technicians.
Not to mention which, heating it with a hairdryer is not a good idea.
You can see if the forums at ifixit.com can offer your some advice. But, it may well be time to buy a new phone.
