How do we stop the kids from buying in-app purchases on family sharing

We have set up family sharing so that I am the "Organizer", my husband is a "parent" and my 2 kids were family members. Since there HAS to be a credit card associated with the account, now my son is able to make in-app purchases without anyone approve it. And it doesn't seem like I'm always getting requests for him to purchase games or music.
