I noted that the latest version of FCPX is now Ver 10.4.
I have not been following the updates since 10.1 so my version of FCPX is Ver 10.1
Question is, if I upgrade to 10.4,
a) will the media structure is the same
b) the file organisation like library, event and project still be same ?

The current version is 10.1.4, not 10.4 - the differences are not that big - the same organization, in general.
The first time you use libraries from 10.1 in 10.1.4 you'll get a message to the effect that these libraries will be updated. Those libraries, after being updated, won't be compatible with 10.1 anymore. This should not be a problem, but it is always a good idea to back things up, just in case.

No idea. It seems that these stars suddenly appeared a day ago or so. I saw them a lot yesterday., They seem to have disappeared again.
