I have 8.2 operating system and ATT and wireless. My husband with the same equipment can text our son who has a Samsung device from his ipad Air 2, but I can't. Any suggestions? A setting change maybe?

Because your iPad is not a phone. In order to send SMS/MMS messages originating from an iPad, you must have an iOS 8 iPhone and turn on SMS forwarding. That uses the phone to actually send the messages.

I do have an iPhone 6 and can send and receive messages from/to any cell phone. But for some reason it's not working on my ipad air 2 with non iphone users.
On your phone, go into Settings>Messages>Text Message Forwarding.
If your iPad isn't listed there, that's why.
Both devices must be signed into the same iCloud account.
After navigating to the settings and Turning Text Message Forwarding on per KiltedTim's instructions, and once you select the iPad, you will receive a code on the iPad that you have to enter on the device in order to complete the process.
