why can't I text a Samsung user from my ipad air 2

I have 8.2 operating system and ATT and wireless. My husband with the same equipment can text our son who has a Samsung device from his ipad Air 2, but I can't. Any suggestions? A setting change maybe?

iPad Air Wi-Fi, Cellular, iOS 8.2

Because your iPad is not a phone. In order to send SMS/MMS messages originating from an iPad, you must have an iOS 8 iPhone and turn on SMS forwarding. That uses the phone to actually send the messages.
