Send app as gift to someone without itunesaccount

HI.

Someone with an iphone would like to use whatsapp longer than the first free year.

She does not have an itunesaccount (and will not install itunes or load an account with $20 or more).

Can I (itunesaccount owner) send an app as a gift via SMS to her? I find no "send as gift..." link in my German appstore.

Or: Could I (if I get hold of her iPhone) buy WhatsApp on her phone with my iTunesaccount?
