Tried updating to the new IOS and now the phone won't work, suggestions?

I tried to update the newer version of IOS on my Iphone 4S. After the update an Itunes icon and the adapter appeared on my screen.

I tried restoring the phone but it erased all of my data and now I can only take calls. I can no longer make calls and or send or receive text.

Any suggestions, or should I just take it to an Apple Store?
