Why is updating to IOS 8.2 taking so long?

It keeps saying 20 seconds remaining but almost nothing changes, then 23 minutes and 7 minutes so on but its less than half-way. I can download a 700mb game like hearthstone in about 20 seconds but cant download this 400mb update.
