You can not lock specific cells in Numbers only entire tables.. It is best to have a separate table for the cells that will be variable, and lock the summary table entire table with all the formulas in it.
To lock a table: select a cell anywhere within the table then go to Arrange<Lock, or press command-L

Charles has waht you need to know. If you were in iOS a form would protect formulas but not data.
