If I developpe and submit an application from Italy for exemple, can we upload my application from other cuntries?

Ok, sorry. But I can rephrase my question. Can I upload a german application from UK?

I don't know. You can't simply upload apps. They must first go to Apple for approval. You must be a paid developer for that.
