I already learned that dragging the drive icons to the trash folder will turn off the drives.
So my question is - How do you turn the drives back on without having to logout/login/restart/reboot the mac?
I was hoping it could be something fast, like a light switch...

Choose Utilities from the Finder's Go menu, open the Disk Utility, and mount them. Alternatively, unplug and reconnect them.

By dragging the drive icon to the Trash you will unmount the partition, but the drive is still plugged in. This means that you can use Disk Utility to mount the drive again.
Disk Utility is available in /Applications/Utilities. Just open it, right-click your drive partition (it should be greyed out) and press "Mount".

I'm curious as to why you would want to turn off an internal drive in the first place? From what I have read, so long as there is power applied to the device, it technically is not off even if it is unmounted. This is why you are able to remount a drive without rebooting... and why the drive can still spin down even while being unmounted.
Is there a way that you can turn off and turn on external hard drives without having to reboot your mac?
