Recipient cannot view forwarded e-mail with picture attachment.

Hello,

When a picture is sent from Photos into Mail it attaches fine and the recipient can see the message. However if the recipient is using an iPhone and forwards the message, the attachment disappears. The behavior also occurs when "Include" "Include attachments from original message?" is answered. The forwarded message is small in size with no attachment included. The message then shows a red X where the picture used to be. Any assistance is appreciated!
