After having finally cleared enough space for iOS 8.2 (I am currently using the last version of iOS 7), I expected to be at least able to download it. The following pictures explain what happens every time I try;

Here, but I believe I deleted enough apps to download the latest iOS...why else would it let me tap 'install now'?
Sounds like an install bug.
iOS 8.2 download is 869mb and you only have 557mb available.
See if you can delete (after backing up via iTunes) anything to bring the available up to more than 869mb.
