I recently put a card ont my payment method which was a spend anywhere type of Gift card but only had a $35 dollar balance. so now that Ive used it all it won't let me download apps and stuff bc I can't verify it and I don't have another card. so wha

If you used the entire balance, that would be why you cannot download anything. You need to provide another type of payment. Even downloading free content requires a payment type on an Apple ID that was not created using the no card method. Since you already had a payment type loaded, you will need to load another one.
You've acquired a debt to the iTunes Store and need to use a credit or gift card to settle it.
