I cannot free up memory by deleting photos or videos

Hi everyone. I have a problem about memory on my iPad 3rd generation. I deleted every single photo or video on my iPad and when I go to settings>general>usage>storage it says that I have 1.5 GB used in that area. I have a 16GB capacity so I do not have much storage. Can anyone help fix this problem or glitch?

First, check the "Recently Deleted" folder (new feature with iOS 8). If that is empty, try this:
