Once you downloaded mail from your provider it will stay in your mailbox until you delete it. As far as time machine, as long as you selected it to backup your mail it will.

Are you using the Comcast POP or IMAP mail? If you are using the POP mail, the mail is downloaded to the device. If you are using the IMAP, then the mail is residing on the server, and if you cancel service, disconnecting from the server, the mail will disappear.

To add to what has already been posted, you can create a local mailbox in the Mac mail app. Select all of the mail in your comcast mailbox and drag it to the local mailbox. It is then permanently on your computer, and will not go away if you cancel your comcast service.
