Will ipad Mini 16 GB Wifi+Cellular (AT&T) from US work in India?

Hi,

I am planning to buy a refurbished Ipad mini (16 GB Wifi+Cellular (AT&T)) from US for a friend in India. My question is will this Ipad work in India on any sim card (cellular network) there. Am i required to inform AT&T also about moving away from their service to other service provider.

Yes it will work anywhere, assuming the mobile provider network is compatible. No you don't have to inform AT&T but if you sign up for monthly service with AT&T, it is best to terminate the subscription before taking the device out of the country.
