autofit rows

Different rows on the same Numbers spreadsheet have different row heights. These rows have entries using the same font and size. The "Fit" Row button is greyed out. If I change them manually, Fit returns them to their original (uneven) row height, which means that "auto fit" does not work. How can I change the row height so that it is always the same, unless text wrapping makes them a higher value?
