I just moved back to the UK from Australia.
My iTunes won't change country region because of incomplete passes .
All series i have purchased are complete.
I understand this is a common error.
Anyone know how to solve this?

The only way is to contact iTunes Customer Service and request that they zero out any credit balance and cancel any passes or subscriptions. Then you will be able to change countries.
Also make sure you have downloaded all past purchases and have backup copies. Once you change store country you will no longer be able to re-download items you purchased when the account was linked to the Australian store but you can continue to use any copies you have stored locally.
