or a WiFi connection?

the iPad is MD336 C/A. iOS 8.2

wifi is fairly common and shouldn't be an issue. the cellular data is trickier and not something I can give specific advice on since my iPad is wifi only.

Cellular will depend on if your ipad is compatible with their system, if you have a data plan or access to on and if you want to spend the money for it. (international data is quite often horribly expensive)
