Yes, if you use either photo stream or iCloud Photo Library, do you and if so which one.
i think its photo stream. when i log in to icloud i can only see contact, calendar , notes. icant see my photos

If not windows then what? Chromebook?
Can you access the iCloud.com website? Can you see the Photos App there?
Then you are probably out of luck unless you can borrow a computer. You can't see photo stream photos at iCloud.com, if you have access to a Mac you can get the photos from iPhoto, if you have windows you can get the photos from the photos folder installed when you install the iCloud control panel for windows.
