I got a Iphone and I want to unlock it so I can use it under a different carrier. I went through its carrier which it ATT&T and cannot get it to unlock.
Is there any other ways to do it?

No. Only the carrier can remove the carrier lock.

Only the carrier it is locked to can authorize unlocking it. If it's locked to AT&T and you do not meet their requirements for unlocking, then it can not be unlocked.
If you want to use a carrier other than AT&T, sell the phone and buy one you can use.

Did AT&T agree to unlock it and it isn't unlocked, or did AT&T refuse?
If AT&T agreed to unlock it and sent you a confirming email you need to connect the phone to your computer and use iTunes to Restore iOS. If it is unlocked you will see a message near the end of the restore process that says its unlocked.

ATT &T agree to unlock it and they send me a email to unlock it but I try it and it didn't work. I didn't see any message after I restore it.
You normally have to wait a couple of days after you get the message from AT&T, then you have to restore iOS (NOT Restore Backup) to force the phone to reactivate. If it still doesn't unlock 2 days after you received that message call AT&T and find out why not.
