Do you buy an Lighting cable from other brand and not Apple? Somethings cables can't work without the license of Apple, if you buy and cable without the license of Apple, that can't work in your iPod, try yo buy an Lighting cable from Apple.
You need to purchase an Apple cable or an Apple certified cable. Once you have a good cable, it should charge within 30 minutes, and turn on by itself.

Try:
- iOS: Not responding or does not turn on
- Also try DFU mode after try recovery mode

- If not successful and you can't fully turn the iOS device fully off, let the battery fully drain. After charging for an least an hour try the above again.
- Try another cable
- Try on another computer
- If still not successful that usually indicates a hardware problem and an appointment at the Genius Bar of an Apple store is in order.
