I Have a small patch of lighter pixels at the top of the screen of my iPod touch 5th gen. It is only visible on black backgrounds. If there is anything I can do about it, let me know.

You need to have the screen or iPod replaced.
If not covered by warranty
Apple will exchange your iPod for a refurbished one for $99 for a 16 GB 5G and $149 for the other 5Gs. They do not fix yours.
You can do it at an Apple store by making an appointment:

Thank you, but it's such a small problem that I don't know if it's worth it to take it to that Apple store or fix it myself. I will look into it more.
