From your post I understand that you have a separate Apple ID account with purchases you'd like to download on to your computer. If you don't have access to the email account associated with the Apple ID, then you could use the alternative authentication method, which is to use security questions.
Answer your security questions
- Select “Answer security questions,” then click Next.
- Select your birth date, then click Next.
- Answer your security questions.
- Set a new password and select Reset Password.
Make sure that you’re entering the correct Apple ID. In most cases, your Apple ID is also the primary email address of your Apple ID account. If these steps didn't help you change your password, contact Apple Support.

Now if you are successful in resetting the Apple ID password, please keep in mind that there is a 90 day waiting period after you download the previous purchases from this other Apple ID. This means that once you download the purchases on this older Apple ID on to your computer, you will not be able to use your current Apple ID on the computer for 90 days.
