Why was I charged $216.45 for Logic Pro X when it is advertised as $199? Thanks for your help all.

To clarify, in the USA, VAT is not used.. It is simply called State or Sales Tax. The amount of Sales tax charged, varies from State to State.

The rules regarding if sales tax must be charged when purchasing something online, are quite complicated and different per State and so, sometimes you may find no sales tax is charged depending on where you reside, where the company you are purchasing from, is located and/or if they have a major presence in your State and/or if specific state laws regarding sales tax and the internet exist/apply, as a few examples.

Cheers..
