I have Time Machine back-ups which predate iOS 8.2 (which has been a disaster for me). Is there any way to use one of those older back-ups to restore my iPhone to 8.1.3, which worked fine for me.

No one here can speak for Apple. However, most people are not having a problem with the update. Most people who do have problems can resolve them with appropriate troubleshooting steps. However, if you feel that there is a problem with the phone, make an appointment at the Genius Bar at your local Apple Store and have it evaluated.

time machine is for backing up and restoring OS X, not iOS devices. So there's no possible way you could accomplish a restore in that manner anyway.
My thinking was that since I keep an iPhone back-up on my iMac I could go to a pre-8.2 computer state and then ask iTunes to restore the phone using that back-up, but I guess the back-up does not keep a copy of iOS.
I'm having the same problem many are having (about a dozen or more threads here) in that my iPhone won't properly connect to my car audio system via USB. Actually I have two different makes of cars and it won't work in either one. The car audio system reports no music files found, even though it does find and correctly identify the iPhone. Sometimes I can get audio to play by starting the audio on the iPhone, but fooling around with your phone while driving is a good way to get into a crash. Many fixes have been tried; none have worked. I guess we're just going to have to wait for 8.2.1. When some software companies release a buggy update, I'm not too surprised. I've come to expect better from Apple.
