Q: Unsupported Sim

I Purchased do a i phone 4s from someone who was on 02. They have received notification from 02 that it has now been unlocked but when I put my own sim ( 3) in it still says unsupported sim , can anyone help ?

iPhone 4S, iOS 7.1.2

Did the someone follow the instructions from O2 to restore the iPhone as new
and receive the "Congratulations. Your iPhone is now unlocked" message?
If not, the iPhone is still locked - and that is what the error message is telling you.

Speaking of the 4S I have four with the bypass iCloud because it's locked to A person that I can't find even with her number and all her phones information that I hacked into just to get in touch with her I have emailed Apple zero luck
