I have an old Macbook Pro 3,1 2.4 GHz Intel Core 2 Duo 2 GB 667 MHz DDR2 SDRAM on MAC OS X Version 10.6.8

What is the latest IOS I can update to and have this thing still work?

Your computer can run Yosemite; you should install more RAM in it before upgrading its OS.

None. Computers cannot run iOS. Computers can run OSx. iOS is for iPhones, iPads, and iPod Touches.

In any case, you should be able to install OSx Yosemite straight from the Mac App Store, though as mentioned you may want to add a bit more RAM.
