Why japan iphone are the most expensive to unlock in philippines?

I have an iPhone 4S from Japan, Softbank carrier and I was just wondering why iphone's that is made in Japan are the most expensive to unlock here in Philippines? Can someone explain me the differences please? Thanks in advance.
