Try Settings->General->Reset->Reset All Settings.
Aso, try reinserting the SIM card or trying another Sim. Have you verified that your cellular data plan is active with your carrier?
I'm verified if my cellular data plan is active and, it is blocked 😟
If your cellular plan is blocked, you will have to work with your carrier on that issue. That has nothing to do with the iPad.

If you read the OP's response, the SIM is not active. That is the problem.

You already reported that you had the IMEI. While it should appear in the Settings area, it may not with a non-active SIM in the device. I've not tried that before, and do not have the time to remove the SIM from mine right now to check. I'm not sure the significance at this time for that information, but you could try a reset, hold the sleep/wake and home button together until you see the Apple logo and then release. The device will reboot. That may correct the device reading that information.
you have to call your operator/cellular to solve the data plan first then your iPad will able to work with the SIM card.
