Can I setup a cinema display as the primary display for my Mac Pro and as a switchable 3rd display for my iMac 5K?

I assume I would access the iMac display through target mode on the Mac Pro.

I currently am using a TB cinema display TB as second display on iMac 5K and the second display garbles portions of windows until i refresh the desktop.
