From See how much storage you've used on your iPhone, iPad, and iPod touch - Apple Support :

  • Documents & Data: App content such as contacts, calendars, messages, emails, and their attachments, Safari Offline Reading List, and files that you've created in your apps
  • Other: Settings, Siri voices, and other system data

If you want to reduce the space that they are taking up then try deleting old messages from the Messages app, old emails (especially if they have large attachments) from the Mail app, and documents from your other apps.

Other may also include content that you have in your third-party apps (it may also include content from some of your apps e.g. documents, photos, videos, magazines in apps that you've downloaded from the store, and files that the apps create when you are using them). You can see how much space an app is taking up via Settings > General > Usage > Manage Storage (under the 'storage' heading) on your phone - selecting an app on that screen should show the app's size and the size of the content within the app. Deleting content from within your apps, or deleting (which is likely to delete its content) and redownloading the app might reduce the size of Other and Documents & Data.

Doing a soft-reset of your phone and/or backing up to your computer's iTunes (and doing File > Devices > Transfer Purchases to copy your purchases over to you iTunes library, and preferably taking your own backup copy of any important documents, photos etc) and restoring to the backup may also reduce their sizes.
