How do I create an itunes Connect Account?

I am trying to test an app using TestFlight and some of the forums say that I need to have an iTunes Connect to get into testflight. I have an apple account but cannot figure out how to start an iTunes Connect Account. Please let me know if anyone has any insight on how to do this! Thanks!
