Q: How is it possible to add password protection to specific applications WITHOUT using two-step verification?

How is it possible to add password protection to specific applications WITHOUT having to enable the ridiculous two-step verification system/process? Adding passwords would be an additional layer of security that would not mitigate preexisting security measures, therefore there is no reason to require a ID-wide change to user security settings. The referenced settings page (My Apple ID >> Password and Security >> "Generate an App-Specific Password") in the support article <Using app-specific passwords - Apple Support> does not make this option immediately available. Presumably it is only shown upon activation of two-step verification, which I am unwilling to activate. Do others have the option without two-step verification, and is there an alternative method--preferably that does not delegate the task to some other third party application developer?
