I have iphone 5s I bought it from Iraq, FaceTime was working fine, but when i moved to turkey and installed Turkcell simcard facetime disappeared !!
and when i re-inserting iraqi simcard facetime show up !!
i called the carrier of turkcell and they don't have problem with facetime.
and note that my friends with me from Iraq have installed turkcell in there iphone and facetime didn't disappeared !!

FaceTime may be unavailable if your device originates from this region and becomes unlocked or is used in another country.
But my friend are form Iraq and they are now in turkey and there facetime working fine !
More than likely they are using gray market devices that were purchased for use in another country, to get around the FaceTime restrictions.
