new iOS fixing 5c?

Is the new update fixing the 5c problems that many of us have had (clock, bluetooth, wifi, etc)? I had to stop using mine and downgrade to a 4 for the time being so I'm updating the 5c and wondering if that will fix the problems and allow me to use it again.

Several factory resets after all of the basic troubleshooting ideas. I was in touch with Verizon about it who eventually just told me I can replace with new device or refurbished or activate an old device which I did and I've been using an old 4. I haven't yet tried the genius as I haven't found the time to go with little kids and I expect them to say the same.
