Because your friend purchased a phone that wasn't destined for a region where FaceTime is banned.

Hi phil. The OP actually posted the model number, but included the serial number as well. I reported, and it appears the mods removed the screenshot.
It did end in AE/A
Ahh, I see. never mind then. Seems I was late to the discussion.
In any case, for any other's finding this thread, iPhones with model numbers ending in AE/ are destined for certain middle eastern countries that ban FaceTime, and as such can never have FaceTime.

Some Middle Eastern governments do not like FaceTime, an ban its use there. As such Apple is required to comply with those laws if they wish to sell iPhones there.
Next time buy an iPhone not destined for such countries.
