Q: If I turn off iCloud Photo Library, will any of my photos be deleted from my device(s)?b

I have an iPhone 5s and an iPad 2. Both have iCloud Photo Library turned on. I turned them on when they were still in beta mode and they never fullt finished updating my pictures and my photos from my iPhone never transferred to my iPad. I want to turn off iCloud Photo Library on both and then turn them back on to see if that fixes the problem. I'm afraid my photos will be deleted. Will they be deleted? Also, if I do get it to work correctly, if all my photos upload successfully then i delete a photo from my phone, will that photo be deleted from my iCloud Photo Library as well? Thank you!
