I have not use the fingerprint reader in the AppStore .
I tried :
1. Restart
2. Touch Settings - off-on ID
3. Settings iTunes and App Store ( not even appear in the password setting)

Now you can go to iTunes & App Store in the settings. There is a password setting under the section.
(need to turnoff touch id on iTunes & App Store first)
Under password setting, there are 2 sections, purchase&in-app purchase and free download.
You can check whichever way you purchase in iTunes&App Store, Require password every time or Require after 15 mins.
Then go back to Touch ID and turn it on in iTunes & App Store option. (You will be asked to enter pw now)
Therefore, every time you purchase apps, as long as within 15 mins, you don't need pw or touch id again any more.
Otherwise, you need to enter your whole pw again.
I think that's the new purchasing way Apple wants users to change.
In my opinion, original way plus no pw and touch id required on free apps is better.
Hopefully, it's just a bug....lol

Apr 9, 2015 1:46 AM in response to giorgosathensby agit4500,I'm having the same problem here. Updated to iOS 8.3 and now my Touch ID is not working for the App Store. And I won't reinstall everything or set my iPhone back as new. Apple has to fix this issue with an update! It's not my fault all at.

After messing about in settings I accidentally bought 2 apps that I didn't want to buy, nor needed, just because it didn't ask for password before download. Thanks Apple. FIX IT!! I need touch ID to confirm a purchase, without going through the hassle of typing the password. Amazingly touch ID still works on Amazon. So this is Apple problem.

Apr 9, 2015 3:39 AM in response to brioconnorby SPQR3,Same here. I can only use regular passwords now for App Store purchases. It does not matter if I set Touch Id on or off for App Store purchases. Even if Touch Id is on, the new password settings are used (no pass for free apps etc...). This is such a simple bug, I saw it 40 seconds after the update.
Apple is still quite bad at testing their updates.

All settings are enabled so that Touch ID can be used to authorize App Store and iTunes purchases, yet each time I'm asked for my Apple ID password. I've tried resetting my device(s) and manipulating all new password settings, all to no avail. The issue persists on my iPhone 6 Plus, iPad Air 2, and iPad mini 3 subsequent to updating to iOS 8.3 public build.

Even tried turning off Touch ID for everything, rebooting the phone, then turning it back on. Nothing. It does still work to unlock the phone or to login to certain Touch ID enabled apps though.

How did you go about reporting this to Apple?
I reported it last evening through the Dev Portal, but is there an alternate way to do so for public releases, which hopefully would attract their attention to the issue sooner?
