Apr 9, 2015 2:29 PM in response to giorgosathensby giorgosathens,Finally everything seems to be resolved automatically. For those who still face the problem, the following procedure seems to do the trick.
- Launch Settings on your iPhone or iPad
- Tap on Touch ID & Passcode
- Enter your Passcode or Password
- Toggle iTunes & App Store to OFF
- Press the Home button to return to the Home screen.
- Reboot your iPhone or iPad.
- Enter your Passcode or Password at the Lock screen
- Launch Settings on your iPhone or iPad
- Tap on Touch ID & Passcode
- Enter your Passcode or Password
- Toggle iTunes & App Store to ON

and touch id is back for app store, last step is not mentioned there go to Settings >> Touch ID & Passcode, and turn the iTunes & App Store option toggle on.

Apr 9, 2015 3:22 PM in response to zeljko1230by cerulean~blue,Those settings are for if you use a password to make purchases. They don't affect TouchID. TouchID will pop up for free or paid apps regardless of what settings you have chosen for when passwords are used.

Apr 9, 2015 4:04 PM in response to 24roadby rbrylawski,Folks......Apple is aware. There have been widely reported news stories on this, so there's nothing you can do until Apple puts out a patch. If it makes you feel better to use the contact us button on the bottom right, go for it, but it's not going to get this resolved any faster. In the meantime, it's not an emergency. We all used to download apps by entering our Apple ID. Until this is resolved, just enter your ID.

Apr 9, 2015 4:55 PM in response to giorgosathensby JamJaBla,My 6+ was doing that too, but I "fixed" it (so far)... This is what I did...
1) Settings > Touch iD & Password > iTunes & App Store > OFF
2) press & hold the lock button & home button until my phone reset
3) turned my phone back on
4) Settings > Touch iD & Password > iTunes & App Store > ON
5) when I did that, it said that I needed to enter my Apple ID password for it to work.
6) After I entered my password, my Touch ID works for the APP Store.
idk if it will keep working or not, but so far it is working.

Apr 9, 2015 5:50 PM in response to sciutandby Daniel Ball,I tried toggling "iTunes & Appstore" off and on first thing yesterday, but I didn't reboot and still didn't work. I tried the steps and rebooted and it seems to have fixed the iTouch problem with the appstore. So I had to reboot here it seems.
