iOS 8.3: deactivated hotspot remains discoverable

I don't think the behavior is expected as I never noticed that previously. I tested that between my iPad and my iPhone. Say I keep the hotspot off on my phone, if cellular data is off (on the iPad, to make the hotspot search relevant) or Bluetooth is on (on both devices), my iPhone as a hotspot keeps appearing in the list of available networks in the iPad wifi section (same happens if I do the opposite, iPad hotspot turned off, still discoverable on the iPhone). In that situation there's of course no way to join, but again, the hotspot shouldn't be discoverable at all when it's turned off.


Anybody noticed something similar ?


edit: just to add that both devices are updated to iOS 8.3 (my profile wasn't updated when I posted)
