Thanks for the question. If I understand correctly, you are having trouble setting up iCloud keychain. I would recommend that you read this article, it may be able to help the issue.

Oct 24, 2015 1:13 AM in response to mario49by grimskin,I have same problem as catmac24 - after entering verification code I receive "Could not set up iCloud Keychain". Reboot does not helps. Article you've mentioned is, actually, totally unrelated to this problem because there is no such case mentioned there.

Can you Apple , please just answer the question with an actual answer and NOT send us to an "answer"' that DOES NOT HELP!?!?! Now again, when I am prompted to enter my security code, then a 4 number code, then a 6 number code sent to me by SMS, once all things entered the pinwheel spins for a little while and ultimately the error message come up saying the iCloud Keychain could not be set up and the original menu is still on screen that prompted you to put in your codes. PLEASE JUST TELL US WHAT TO DO TO RECTIFY THIS PROBLEM HERE AND NOW AND NOT REFER US TO SOME LAME USELESS ARTICLE!!!!

By doing a Forgot Code instead of typing in my iCloud PIN number, I was able to reset the keychain to match my iPad. Once the iPad was working I could then log in to iCloud on my iPhone and my Mac, and my iPad would get asked permission to allow the other devices to sign in.
My theory about the difficulty is that I had set up my account long ago, when PIN numbers were four digits. Now they are six digits, and although the system let me get through to the verification stage, maybe the four digit code seemed wrong at that point? Who knows! But doing the forgot code got things going.
BTW, I did turn off keychain and turn it on again, and did the whole code, verification sequence, only now with my shiny new six digit PIN, and it went through successfully.
Also, although the linked article above did not cover the exact situation, at the end of the article was a Contact Apple button. As the article had not answered the question, I used that link, answered some questions, and within a few minutes was talking with a senior support specialist.

TO resolve this issue simply just do the here below steps:
1- go to your other device (iPad, iPhone or Mac) and go to iCloud.
2- then go to keychain.
3- then advanced.
4- then change security code.
5- change it with the new six digits system.
6- go back to that device you need to signing it to the keychain. And type the same new six digits then you'll be signed in

If using Mac, request to approve it with the pin code and reset it to the new 6 digits (I was using 4 digits) and it should work fine
