If the material is already compressed such as photos or video, compressing it again will buy you nothing at all.

I did that and it compressed the file from 72.3mb to 71.8. This did not help since I'm still unable to send the file by email since it exceeds the 25mb limit.
You'll not compress it enough for the limitation. Download software that will break up the file into smaller files of the size you specify. That software has a second, matching application that will re-combine the parts at the other end. Be sure to get one that works on both computer models involved.

Any thoughts on what application to get that will do what you suggest?
Since what I'm sending out is a newsletter each month that will exceed the 25mb limit, and receivers will have both Macs and Windows Based platforms, I will need something wthat can handle both.
Additionally, this problem just came up. I've been sending my newsletter for several years and never had this problem. I'm just wondering what changed?
I have no idea since it's your newsletter or your ISP has imposed the limit only recently or reduced the limit. You can use upload services where you upload the file and send others the link so they can download it. Here are a couple:
