I am trying to install windows 8.1 on an early 2011 MBP I am getting the following message:
"windows could not set online locale information. Error code 0x80000001"
how can I solve this issue?

Can you verify that you have a USB2.0 device using the screen shot below?
If you still have the Windows DVD/ISO, can you run BC Assistant and recreate the USB using the first two options in BCA? It will erase and reformat your USB, so save any files from it you need.
If possible, can you provide a screen shot? Are you using Bootcamp Assistant to install Windows? Please check System requirements to install Windows on your Mac via Boot Camp - Apple Support compatibility? Is your Mac a 13 inch model?
I tried it 2 ways.
First I used the windows tool from a parallels windows to build the usb, that didn't work because it said that there is no bootable image found.
Second, I learned how to change to file on my mac to allow bootcamp to create the usb for me and did that.

Its a 15 inch model. I replaced the Hdd with an ssd.
ON my phone now. So I can't attach an image. But will do so later.
Are you using EFI Boot to install Windows?
I don't know, am really just following the directions from bootcamp. The only thing I am doing differently is that I have a windows cd in the drive as well as a bootable usb.
How was the bootable USB built?
