Thai Pattachote keyboard on Macbook not on iPad?

I can use Thai Pattachote on my Macbook, but not on my iPad. This forces me to change my typing when I switch devices rather than my devices adapting to me. VERY NON-INTUITIVE interface!!

I use my Macbook and iPad to communicate with friends in Thailand. The Thai Pattachote keyboard is similar to the English Dvorak keyboard-that is, the keys are not arranged the way they are on a normal or common keyboard-they are arranged so that the most used keys are at the home positions for the fingers on the home row. (The typical Thai keyboard is called a Kedmanee keyboard layout, and requires a typist to use the pinky finger of the right hand to type many common characters.)

The iPad has an option for a hardware Pattachote keyboard, but I looked all over in Thailand and the internet and cannot find anyone selling a physical Pattachote keyboard. How can I encourage Apple to support a software Pattachote keyboard on the iPad and iPhone so I don't have to scramble to find characters that I can touch-type on my computer?
