Both, Safari and Photos are keeping caches to speed up the performance. Safari may not see the most recent changes to the Photos Library, because it is using its cached data. Restarting Safari and Photos will force them to close the files and to update the caches, and that frequently helps to see the changes in the Photos library in Safari.
