Q: Location services won't turn off

What you have to do is go to Settings -> General -> Restrictions and go to the Privacy section. There you need to disable Share my location. If that is on it overrides the controls for switching off the location services. Honestly if you can't turn a feature off they need to have a little bubble with an explanation as to why you can't turn it off instead of having people searching all over the **** device for the reason why. It's called being user friendly.

First go to settings>general>restriction then turn it on. Now under restriction, go to location and services and toggle on and off the location button. (see my screenshot) then turn off restrictions, now you're good to go. Hope this helps!
